ACL rules and regulations control access to information in an IP network. They determine which packets are allowed and which are not. During the ACL season, players must compete in their assigned Conference events and State Championships. Players can move up a level by participating in the majority of regional events in the desired conference. In addition, they can participate in Open Tournaments and earn additional Bonus Points. The ACL holds a minimum of twelve 2-day tournaments each year, including Open Doubles and Open Singles. Additional tournaments will be counted as local points.

ACL rules and regulations can be complex. In general, each ACL rule entails multiple rules that apply in order. The last rule, the implicit deny all rule, is applied last. This means that traffic that meets the criteria for a rule will be allowed. By contrast, traffic that does not meet the criteria for an ACL rule is dropped.
